Recently they have reduced the number of Kyros required for new toons. This was one of the suggestions that they received for rebalancing the Kyro economy. No, you didn't get an increase in income, but you did get a reduction in new costs.
If you're not currently working on the latest toons you probably haven't noticed the reduction yet, but they are working on the economy, and they have taken a recent step.
