Or it could be posted in the main guild area, like the board that shows the lead guilds.
Definitely need something though - it is nearly impossible for Guild Leaders to disseminate information (like Raid schedule & policy, activity reminders, etc) with the fast moving chat. Then you add the promotion/upgrade notification to that and you are lucky to have more than an hour of chat history available.
