Let's fix Tenacity vs Potentcy

Wouldn't a new formula make a bit more sense, so these two abilities are more useful? Chance to resist = 50% + Tenacity - Potency. Get rid of the 15% minimum chance to resist. Make Tenacity up gi...

My 106% tenacity B2 is always getting dazed, stunned etc...

I don't know what the answer is to make tenacity useful but in its current state it's useless.
