Era Currency Rewards for Cassian Unlock

Hi Everyone, 

Was the Cassian unlock event (tier 1) meant to only give enough Era currency to get Cassian to level 25?

 I've gotten used to the marquee unlocks giving enough currency for the 'expected' F2P level, but this does not seem to be the case with the joirney guide unlock. (I've been hoarding crystals F2P to get the marquees to 5*, but didn't expect to have to have hoarded crystals for era currency as well)
