Let's fix Tenacity vs Potentcy

Wouldn't a new formula make a bit more sense, so these two abilities are more useful? Chance to resist = 50% + Tenacity - Potency. Get rid of the 15% minimum chance to resist. Make Tenacity up gi...

I completely agree that the problem is Tenacity Up being guaranteed resist. If Tenacity Down still maintains 15% chance to resist, Tenacity Up should maintain 15% chance to apply debuff.

well I think the min 15% chance to resist should be removed. However the powers that be disagree and are keeping it there.
