Let's not leave out JTR

I went back to read your OP, but it's too long. ;)

So I skipped to your summary.

With that out of the way, there's no effort involved in getting the vets. Farming them takes time, yes, but it's a bunch of sims each day. No effort involved at all. And the reward is JTR, who was an excellent toon before STR, and is even better because of STR. Versus the rewards for STR, which below Heroic are not good (to put it mildly. And versus the effort for STR, which is significant. You spend two minutes a day game-time for farming the Vets, potentially an hour or two a day on STR.

And with that out of the way, JTR is vital for Heroic...but it's not vital for every member of the guild to have her for Heroic. There are other teams that put up good numbers (and in rare cases, such as NS in P4, put up vastly superior numbers). So JTR does not prevent you from getting into and contributing to an HSTR guild, and furthermore there's nothing preventing you from getting JTR other than complaints that doing so is "boring" and isn't worth the reward.

There's no reason to increase the vet drop rate and no reason to allow access to JTR at lower stars. Farm or do not farm. But don't ask to make things easier just because you don't want to put a little time into it.
