If your Shore is geared, you should be able to aoe and eat all of those counters with protection to spare. Mine is 6 star, gear 11, and by the time the rebels started dropping, he was at around 10% protection. He went in to the second round at around 70% protection thanks to the zeta on Veers. If you can't eat the counters, trooper single target damage isn't bad, it just takes a bit longer.
