Because the challenge/puzzle here is to win with x amount of y faction characters/ships. Usually those characters/ships are at a disadvantage and that is where the puzzle/challenge is.

It isn't punishing players who have the required squad or fleet, they can still complete the challenge. It is however rewarding other players that can think outside the box and solve the puzzle with the resources they have. If CG wanted us to use only x faction they would make the feat "win with using only x faction"
You still have to invest something into the required faction (in this case 5 first order ships and their pilots (even just unlocking them costs resources.)) I also don't believe that it can be won with level 1 first order ships (happy to be proven wrong on this one)

It's not all of a sudden "ok". People just haven't havent talked about fleet GC's in a while (to my knowledge), only just brought up now because CG has changed it to give players less wiggle room in their choice of ships to beat/cheese the events.
It's also not like there's a massive difference in rewards between red crate and gold crate.
