I'm going to try and address OP's actual point. I think Seedy wants to flex her theory crafting muscles more than I, but I would like some changes that are in alignment with her position.
I don't think the FF needs to be the faction that is best at a given GC. However, I do think the rewards should be structured in such a way that it matters if you have the faction at a reasonable investment level. Also, the FF should be able to win with proper strategy and a reasonable investment level (say, r5 across the board).
Re: rewards structure, lock the omis behind the T10 faction feat. This would put more pressure on the player to have the FF developed. In addition, for fleet, rather than specifying a number of ships, just specify the faction of the capital ship. Note that I would ONLY support these changes if they also ensured that a full r5 team of the FF can beat T10 with proper strategy in a reasonable number of attempts (say, 10).
While it would be cool if each GC were tailor-made to suit the FF, I agree with Scuba's hypothesis. And I don't want CG spending a ton of time on these GCs. I'm fine with the random generation of the GC so long as CG ensures it can be reasonably beat with the FF...
