The people at the top of the leaderboard in my era shard have level 26 loaned units. I have no idea how they got the extra 5 levels. From what I can see, there are only 21 levels worth of tokens in the game. Unless there is some sort of bug (shocker!) in the game, that doesn’t send out 5 upgrade tokens to all players.

Thanks for this! I think I see the issue. The pass plus has the tokens but the upgrade to the pass plus doesn’t?!?!

Four are awarded from Tier 4 of the Marquee.
Episode Pass awards three
Pass Plus awards a bundle that has another five.
Tier 1 R5-D4 $30 shard pack gives two.
Tier 2 R5-D4 $100 shard pack gives seven.
26 total upgrades and you start at level 1 so Era Loaned Level 27 if all are applied.
