I did my refreshes on the first day and still got it. So I'm not sure what you mean about attempts on the second day? Those that waited until the next day to finish it up didn't pay extra for packs.
Which is exactly what he means. If you 7* on the first day, which required packs, you spent 2254 crystals more than someone that did all 19 refreshes and waited for the attempts to reset on day 2. Which is why you got the refund.
