Leviathan requirements contradiction: Game vs Announcement

In the Mark VI kit reveal it was clearly stated that 5* ships would be needed to access the Leviathan event. Journey guide after update says 7*. Which is correct @CG_Tusken_Meathead ?

But it may...my guildmate unlocked Exec with a 6* Razor Crest because he bought the capital ship shard packs after doing all the tiers he could do. However, you can't even buy the pack unless you have access to the event (which he had since he had RC unlocked). IT actually may hurt a small number of people who couldn't finish the galactic chases or didn't finish Ebon Hawk in time (as OP said). If they were willing to buy the packs to finish unlocking, they may be hosed.
