If you look at how good the Conquest characters are, we'll, there's the reward. I can't speak about Boba as I don't have him but CAT and Maul are probably at legendary level.
As for RC I think it is now easier to get as I've seen in in the fleet store.
I'm not sure red box is only really a reward for whales. Not in my experience anyway. Some of my guildmates get it and they aren't spenders. But yeah, it takes a lot of time and crystals.
