This is why people complain about speed. It's a raw value not a percentage. You could pop that on anyone and instantly make them overpowered.

Speed should be percentage instead.

It takes no skill to get a mod or a speed secondary and requires no skill to get it to 24 speed. Just blind luck RNG.

Good mod though probably the best I have seen
