If players in div 3 and below are reallocated towards lower divisions, does that mean we will essentially need less squads as they are maintaining the same settings as today ?

Eg. Moving from a div where I need 9 squads to a lower div where I might only need 5. Is that correct ?

I'm not sure I get the logic but ok.
