It seems very disingenuous to promise Milestone rewards 'after' Conquest but wait until after GAC starts, to release the promised rewards. Maybe you guys are just stuck in negotiations to steal rare-earth minerals from an embattled nation. It is reasonable to expect that you would not try to devalue gifts before giving them. Wondering?
This is my guess, so take it with a grain of salt, but I think that the "one-click button broadcast rewards" simply does not exist. In the current state of the game, they have to add those rewards inside a game update, this means that they have to schedule a downtime, release code, restart services and other cumbersome activities. So, to see those rewards you have to wait the next game update.
Why? It's a simple yes/no decision and then a button click. Failing to do so is a clear deception with the intention to manipulate players. It just seems really weak to say the rewards will be paid out after Conquest and then delay. If it's about 2 weeks later then they should say that instead of creating a false impression.
Milestone rewards always take a few weeks.
