Why is this only available in sith and tank raids? It really needs to be available in stores or at least farmable.

Not quite appropriate since Edward hoards a lot of stuff that could be better used elsewhere.
What DK_rek posted is what you just happen to have as a longtime player, because you get so many of these pieces as a reward while not being able to use them since only a minority of characters needs them. Or the ones that need them are often times not worth gearing.
