I can't say I 100% agree but I also don't 100% disagree. Mod's give more control to players to customize characters so I love that idea and think it is important to allow more characters to be viable.
I think the problem with Mods is all of the stats you can get with a particular Mod you are having to acquire 100's Mods to get the one you want. Mods are too entrenched into the game to make changes to them but if they could be changed I would remove the secondary stats. I think getting a bonus from Mod type and primary stat would be enough. But right now everyone is looking for a 5 dot yellow Mod with speed as a secondary stat. And an Arrow Mod with speed as a primary stat. The secondary stats seem to make Mods more about luck in finding them than strategy.
