OK I don't doubt mods will provide diversity and customisation ONCE the average players have access to and can level up all mod types. Were your testers have to work through the system from scratch? Or have complete rosters + bazillion crystals & credits to spend in the testing environment?
So you see, they got over the "sticker shock" simply because it was just a shock to them, it was temporary and quickly overcame with all the resources provided in the testing environment. However, in the live environment, only the whales of whales can replicate such progression and even some, among the whales, is unable to and are leaving the game. To the average players, this is an absolute nightmare. Both resource generating routes: crystal from Arena and credits from GW are blocked by the whales of whales who already got over the "shock". And as the shock prolongs into a nightmare for almost all of the playerbase, it wrecks the raid system as-is, the one thing that keep many players committed despite the game's many on-going and sustaining shortcomings.
About diversity and customisation, sure it might be true for the type of mods being equipped but the outcomes will be the same, as many have pointed out. Meta will still be meta, only with inflated numbers now. This is because mods provide so many 2nd stats and simply boost all of them. The only difference between the mod type is the set bonus, which is miniscule compared to the actual stats for the mod (10-15% HP for example against 5% HP per mod).
Finally, the fact that mods can override gears is stupendous. When my Rey pre-mod with max gears had 2000+ physical damage and a SINGLE 5* lv15 HEALTH mod can provide almost 800 damage with just primary stat, what logic is that?
I will give CG the benefit of the doubt that you guys did perform a lot of testing, however, you failed to reach the correct conclusion. The proof is in the pudding, no matter how you may try to spin it, the player base have spoken and you are now having to make changes.
