So I am pretty sure they did not think the market would be flooded this fast with super powerful mods making super powerful teams. So now they are scrambling to stabilize it by making everything rarer. The changes WILL increase credit cost I bet and droprate will be lower than character shards. It's the only solution they have left to the debacle they created.
