Mods w/ Speed Primary
I'm talking about primary stat, NOT secondary. Do they ever come on anything other than arrow mods? I'm asking because I've never them anywhere else.

I highly doubt it, speed primary stat is only on the arrow slot, top right corner. Now if you are referring to the first of the four Secondary stars, that's different,- There are some very good mod guides out there going into a lot of depth. I suggest reading those.
