Not always. You may be late to the game, but if PVP doesn't matter to you, it falls to the waiting game. I built a decent arena team a few times and clawed my way up to the 100 to 150 range. It's been shaky lately, yes, but if I'm content with where I'm at, I'm okay. I don't need to pay to be number 1.
