Uhh what part is too OP? Please be specific. By the way Talzin is probably stronger than Nihilus :P and she'd be a very good fit for a legendary character not just because she's "powerful."
Talzin is nowhere even newr nihilus,nihilus can kill people by just moving his hand forward and then back,he ate multiple planets because he was hungry and only 2 people could resist his most powerful attack
Sidious is stated as the most powerful sith who's ever lived. Talzin matched Sidious' power and could only beat her with Dooku's help. Point is Talzin could most definitely defeat Nihilus
