I believe after you buy one from the store--- yes, the offer is gone in the store. If you get a lucky pop up window offer anytime after, you can buy it again as long as you click on the buy now from the pop up. From there it'll ask you to confirm your purchase in iTunes/Google Play. That's why the pop up windows says this offer expires after you close the window.
Yup, you can buy two of every +25% crystal pack. You will get pop-ups for each and if you buy one of those, then you can also buy the pack from your crystals store, too.
Buying 2 vaults during the +25% crystals sale using $100 iTunes cards that were 15% off results in great value. :D
