It’s meant for experimentation. You can choose who you want to be your leader, whether it’s Padmé, Anakin, Obi-Wan, or even Rex. The point is, Padmé shouldn’t be the only option. Also, Anakin is more experienced when it comes to battle, so it should make sense that he has a better leader ability.
