Just because loads of people want him, doesn’t mean that they should get him. Think about it. Luke would have to break the game. If CG made him fit the current power level, people would complain, loads. If they made him to OP, there would be loads of complains. Either way, people leave. Not, also imagine the requirements. The GLs required a fair few g13... For a character like Luke, you would need a fair few as well. That might not be as bad, depending on who you would need. If you had to g13 say, stormtrooper... An alright tank, but not really in a great faction currently. More complaints
Then think about the current economy. If luke was to come, the power creep would be mad dive. More like a power jump, for the reasons stated above.
Whilst CG does seem to have issues with how balanced a character should be, imagine both the new kylo and rey put together. That would be how luke fanboys expect luke to be, power wise.

He should be brought in when we have a near rock paper scissors meta. Where one team can beat one, and so on. Kylo struggles with GAS, rey can solo everything. We aren’t near a R P S meta yet...
