New characters - Belgium & Brazil
Due to gambling laws in Belgium and Brazil we can’t buy new character packs with shards. Due to this it is impossible for us to advance in colisseum or to unlock newly released journey characters. ...

All the more reason for CG to give us an alternative
You need to understand they don't owe use anything, they would have to find a way to exclusivly alter the way these packs work only for the people inside the "affected" countries, making sure none else can benefit from this, that would mean monitoring every purchase of said altered packs. Thats to much work for a very select target audience / profit.
Don't get me wrong, i'm also affected and would love to be able to buy stuff with crystals but i see no alternative that would work
