Rey is not overpowered. She has barely any health. She is very, very easy to kill. I killed her with Nightsister Acolyte, Old Daka and Nightsister Initiate before she even reached full TM. A 7* max gear Rey killed by one pretty decent hero and two average heroes.
If you're having trouble with Rey then you need to farm one or two fast heroes who can kill her, because that's all it takes.
Rey's abilities, as stated earlier are one attack. Each attack may have multiple damages dealt, but they are not separate attacks.
Previously each time damage was dealt it was considered an attack when the description clearly states that it is not another attack.
This is called a bug.
This is unintended. Rey was broken.
Now they have fixed her so that she is performing as intended.
She is now stronger, but she has not been buffed.
A buff is when gear is changed to make a hero stronger, or base stats are changed to make a hero stronger, or abilities are changed (both in the description and how they perform in game) to make a her stronger.
Rey was not buffed because her description was not changed. Instead how she performs in game was changed to properly represent her description.
A bug was fixed.
So well done devs, for fixing a bug that may have hindered us players. Kudos.
