New GL tag

Is it correct that GL Sith Eternal Emperor will have Empire tag and Master luke will be a rebel ? I say that because toons required to unlock them are empire and rebels so it sounds logical based on ...

I see GL Luke more as a Tank / Support. I don't think that he'll deal a lot of damage tbh.
GL Palp should deal a lot more damage than GL Luke.
Palp is capable of stunning a whole fleet and Luke just do a force projection.
