New place to farm Hoth rebel soldier please
I would really love to help my guild out in TB’s more, but I only have a 4* HRS and getting 1-2 shards a day isn’t cutting it. Can you place him in the cantina somewhere?

That's how it works, you'll eventually get him to 5*. If you're feeling lucky you could try bronziums.
