A lot of assumptions there. Not sure where a lot of that originated.
Much of what you wrote, especially in the last paragraph, might actually be true if relics weren't only available at G13. How can relics revitalize the game if they only apply to those with G13 characters? Even if you have a few at G13, it would only potentially be "revitalizing" those select characters.
And how can you "choose your favorite characters and play style" if your favorite characters aren't at G13? Also, the relics classify characters into even more highly specialized classes/categories than they have now, so there's no indication of increased choice in play style there.
Simple, short version of one of the possible compromises: make the darn things usable at G9 and limit the extent to which they can be upgraded per gear level. G13 characters still benefit the most because they can upgrade relics the most, but everyone can use (and potentially enjoy) the new content, not just top players. And not just use relics on a tiny portion of their roster.
Whales will want to have fully upgraded relics on G13 characters and will still spend to get there. Players without any or many G13 characters would also have incentive to spend to upgrade relics to increase character strength and/or because they like a relic/character. Also, more importantly, they'd actually be able to spend to upgrade relics, as they'd have actually have access to said relics; with the G13 requirement in the way, a substantial portion of the player base can't even spend money on relics if they want to.
