Talzin is yet to be added, and somewhere in PvE Karris and Luce are in the files, ready to be adjusted and added.
Also, First Order got a faction pass with only 5 toons, and now everyone uses Kylo
First order was also featured in the new movie and will be continued to be featured in the upcoming movie so it's pretty clear why they would of got a faction pass.
