From what I recall hearing people say, there was a huge gap between the first two legendaries (Yoda and Palpatine) and the first of last year's wave (R2) as well. We'll likely see more at some point, it's just a question of when.
Hero's Journeys we'll certainly see again - Jedi Luke has to happen at some point, at a bare minimum.
