Biggs and HRScout both have huge benefits vs. Empire. Biggs is part of the "Danger Zone" squad and extremely useful as a pilot as well. HRScout is a requirement in LS TB so neither r a waste and both will help u get Palp w/out having to b as geared as other Rebels.
