This isn’t what I experienced when completing it this morning.
The Endless Ranks modifier was present, which meant I had to defeat 3 units before any of them would then stay dead, but that is quite standard for an Imperial Trooper Challenge.
Did you experience something that isn’t explained by the modifier?
I experienced the same thing as the OP. The enemy had no stacks of Endless Ranks left, yet they revived after that. I was confused at first, then I remembered Moff Gideon's lead allows them to revive the first time they are defeated.
