Number of defensive squads allowed
In the current TW 36 people from my guild have signed up. The game only allows us to deploy 16 squads per sector. Last time we were also 36 but we could deploy 18 squads per sector. I may be wrong,...

I remember seeing posts mentioning this same question and those were the most common answers. I believe matching is based on active galactic power of members that signed up.
