Seems the above info is already stale. My team reached stage 3 of a t6 today prior to the first reset. So we've increase to 2.0 to 2.25 phases per reset. The increase is likely do to better strategies and better rosters (players were able to improve their 6*+ rosters quickly during the double rewards promo)
