Unfortunately for you, my answer is competent enough because it is based on FACTS. Let me spoon feed it to you.
Step 1 Go to any character and click on STATS button on bottom right hand corner
Step 2 Scroll down to Dodge chance.
Step 3 Read it, Determines the chance to EVADE Physical abilities.
Step 4 Scroll down to Deflection chance.
Step 5 Read it, Determines the chance to EVADE Special abilities.
And just for you, I did some special investigation and found that there IS a level delta component for evasion checks so if your raid target is higher level(Lvl 90 vs your 85), their evasion is going to be higher than base of 2%.
But please, go ahead and ignore the competent answer based on facts and carry on with your baseless theories about misfiring/corrupted code.
