The 3 billion is all types of digital sales, not just in-app purchases. So that includes purchases of full games on consoles like Xbox & Playstation.

A lot of it is still the old "30 bucks for a 40 hour cutting edge console game" paradigm. Just that now people can buy it through an app store built into the console, instead of driving to the mall to buy a game on a DVD 'cause nobody got time for that anymore.
