Palpatine is broken
Guaranteed to stun at least 3/4 of your squad if he gets to attack. Absolutely overpowered leader ability. Can basically solo 100-0 your team. How is this balanced even a little?

@leef what's interesting about that swgoh.gg meta report is that 32% of the top 10 teams have palp and 35% of the rank 1 teams have him.
