A panic farm would probably be if they release the last 2 OR (Juhani and carth) characters into farmable locations a week before a Darth revan event or something like that.
I agree at this point for regular JKR it's not a panic farm. I think the panic farm moniker is more aptly used for brand new legendary or hero's journey releases that happen shortly after the required characters are released into the general farming population.
