Just to clarify one thing - they said 'at most 10 new units (characters and ships)'. They have also stated previously that reworks are often more labor-intensive/challenging than actually creating a new character, so we should expect to see more new character releases than reworks.
And let's not forget the $$$ aspect - it's also easier to monetize a new character vs reworking an existing character that most already have farmed and/or geared.
