It's a selection but not random they had criteria for the players who got the survey.

I had requested the standards like Jango and Revan but I’d also asked for lesser know but synergistic characters like A’Sharad Hett for Tuskens, Exar Kun for Jedi/Sit and Aurra Sing and Bossk for Bounty’s hunters.
