grand admiral command: thrawn's AI checks if there are any debuffed allies, if there's any it checks again for the lowest health+protection ally and swaps tm with them even if they're not debuffed. ...

That's why we have kind of paradox: Thrawn's AI is best for Titans or using with FO as it will always give tm to the main damage dealer - Solo or FOTP.
For classic empire (Thrawn, DK, DT, Storm, Shore) it's a disaster:
1) CLS dispells and debuffs Shore;
2) Trawn swaps with Krennic;
3) Krennic uses AoE (while there is no taunt) and is countered to death.
Excellent faction synergy, isn't it?
