Potency - there is something wrong with that

Yesterday I play my resistance team on HAAT p2. I change my mods in RP and set up him 105% potency. My Finn have as I remember 60%. What was weird that Finn put expose on tank about 90% time. RP pu...

RP has a 65% chance to expose, then the potency check happens. Finn, on the other hand, has a 100% chance to expose, then the potency check happens. Potency is definitely needed against raid bosses (unless tenacity down is there).
