Potency - there is something wrong with that

There are 2 checks it needs to pass through:
1- will that toon expose (RP - 65%) (Finn - 100%)
2- tenacity/potency check (RP - 104%) (Finn - 60%,or whatever it is)
These 2 systems have no effect on each other. 104% potency doesn't mean your chance to expose goes up. 104%potency means you are guaranteed to give your opponent the minimum (15%) chance to resist in the second check point, but you still need to pass the first check, first.
