Potency - there is something wrong with that

These 2 systems have no effect on each other. 104% potency doesn't mean your chance to expose goes up. 104%potency means you are guaranteed to give your opponent the minimum (15%) chance to resist in the second check point, but you still need to pass the first check, first.

The world would be a much happier place if more people understood that, it seems to be a general misconception across a lot of games with percentage based stats. In LOTRO we would have players complaining that they had 80% crit chance on crafting then complain when they only crit twice in 100 craft sessions.
