But but but ... if you don't know the tanks Tenacity, how do you know that 104% Potency is a waste?

Tenacity down means potency should no longer matter. Just like tenacity up means "cannot get a debuff... at all", tenacity down (when it's not bugged and is working properly), means "always gets a debuff". Even then, though, we have several gates to pass through, as has been mentioned: Dodge chance, chance to apply (for example, Palp only has 70% chance to stun; if you fall in the 30% then tenacity down doesn't matter, it won't apply the debuff).
I wish this were true. I've seen K2S0 get debuffed with Tenacity Up, just like I have seen many debuffs resisted with Tenacity Down. These effects clearly do not mean 100% guarantee.
