Potency - there is something wrong with that

Yesterday I play my resistance team on HAAT p2. I change my mods in RP and set up him 105% potency. My Finn have as I remember 60%. What was weird that Finn put expose on tank about 90% time. RP pu...

chance to resist = Max(Tenacity, 15) - Potency?
chance to resist = Tenacity + 15 - Potency?

It is a minimum.
Tenacity - potency = chance to resist (cannot go below 15%)

30 (t) - 15 (p) = 15% chance to resist
30 (t) - 104 (p) = 15% chance to resist
