Potency - there is something wrong with that

Yesterday I play my resistance team on HAAT p2. I change my mods in RP and set up him 105% potency. My Finn have as I remember 60%. What was weird that Finn put expose on tank about 90% time. RP pu...

I guess, I don't think it's a bad idea. I just hate that tenacity down doesn't bypass it.
